At some point, decisions were made by the Truman-era U.S. Army, CIA, and State Department that saving West Germany (and by extension the rest of western Europe) from communism meant allowing the most capable men to run the show in W. Germany regardless of their Nazi past. The feeling that holding the line against the Soviets was more important than punishing Nazis. We can debate the morality of it, but looking at the way things worked out 1945-89, the strategy worked.
