Asst AG Boyd was responding to congress on behalf of the AG. In the letter you posted AG Sessions quotes from Boyds letter. Now both sessions and boyd have listed the 3things Huber was to do. They are 1.review all current investigations to dtermine if resources are sufficient 2.review the congressional,letter and recommend if a special counsel is needed and 3. Make other recommendations to the AG and DAg.
Huber is a US Attorney. They prosecute. They don’t investigate and they do not pass go, nor collect $200.00.
