Just a thought. And I don't really know. But what would be the purpose of doing sealed indictments on "literally juvenile wannabe gangsters?" Wouldn't they just hook em and book em if that's what they were?
Isn't the purpose of sealing indictments to keep negative publicity off targets or to secure investigations? Like stuff that could lead to bigger fish?
I'm not really sure on that. But it makes sense to my common sense mind. Why sealed indictments for small fry?

Makes them easier to arrest, element of surprise.
Federal Rules of Criminal Procedure / Rule 6
(e) ... (4) Sealed Indictment. The magistrate judge to whom an indictment is returned may direct that the indictment be kept secret until the defendant is in custody or has been released pending trial. The clerk must then seal the indictment, and no person may disclose the indictment's existence except as necessary to issue or execute a warrant or summons.

The prosecutor is indifferent about negative publicity, unless it taints the jury pool and makes seating a jury a bigger chore than usual. Investigations are totally unimpeded, one way or another. The prosecutor is allowed to let a perp run free if he wants it to lead to the nest. I have not studied "duration an indictment remained under seal" data, but my guess is most are unsealed withing a day, and there might be a flier our there in the months range, pending a person entering the country, etc.
I’m thinking that part of the 40k is MS13, multiple charges. ie.,murder, drugs, human trafficking - especially in central California.
Remember, Q and team aren’t just taking down corrupt politicians, they are taking down their army and supply line too I think. There aren’t 40K individual corrupt politicians and government workers I hope.
Any whiff of investigation or coming indictments and they would disappear like smoke.
Now, that’s just my opinion.
And why keep indictments of nickel and dime gang member sealed for many many months or ever a year or more? That makes no sense at all.
