Congress has given up its powers of punishment. Contempt is just referred to the DOJ as a misdemeanor. The DOJ then declines to prosecute.

Congress has given up its powers - period! They gave up passing laws to the bureaucracy; they gave up budgets to continuing resolutions; they gave up fine-tuning the laws to the courts; they gave up regulating the military to the Prez and the courts.
What they have not given up is the power to direct money where it can do them the most good.
