Dear Mr. Lott,

I know your heart is in the right place.

It's just that your calling for people to obtain some sort of governmental permission slip-- for which one has to fork over a payment to a government official-- in order to exercise a Constitutional Right is Just Wrong.

We have to get away from the idea that we have to bribe an official to get a note that says "yes, you're allowed to do that thing which the Constitution says I cannot forbid".
