The area is a hot bed of various rebel groups even by Indian standards. Not the safest place to be as a charity worker.

This is standard operating procedure in India. Chrfistians, Sikhs, Dalits, and others have been subjected to rape, murder, torture, and other such atrocities on a routine basis.
