How can you obtain Text A & C but somehow the most incriminating (Text B) is lost due to a glitch (recovered later only after classified intel methods applied).

This is the level of corruption we are dealing with. The American people are NOT STUPID.

My guess is Text "B" was probably intentionally deleted. Several people have mentioned that Horowitz's attitude changed when that text was brought up. It was probably recovered by using intelligence assets that Horowitz couldn't reveal in an open forum.
