Apparently the IG can't bring itself to make a "criminal" referral.

As I understand it, the IG can't make criminal referrals. He refers it to the DOJ who then determines if a criminal case can be made.

An IG criminal referral is nothing more than a recommendation to the DOJ to prosecute.

The IG can make criminal referrals. They already made one for McCabe back in March.

An IG can make a criminal referral AND the DOJ still decides if that want to prosecute.
