Youre 100% correct. I understand that drowning is not like what you see on TV. Ive had the life saving training and situational awareness that alerts one to someone drowning, but this is a child under two years old. How long would anyone leave a 19 month old child unattended in a pool long enough to drown? More to this story that may never come out. Parents drunk or stoned? Sad.

My stepfather was a litigator and had a case where a kid almost drowned at a city pool. There were lifeguards - but they were sitting outside the pool fencing, talking with girls. Sadly, though the boy did not die immediately, he was under so long he was brain dead and didn’t live much longer.
My son learned to swim early. It is not a stereotype that a lot of black people don’t swim. When he was about 8, we lived in an apartment complex with a number of black tenants. The adults would sit or stand around the edge of the pool marveling at my son swimming its length.
The thing is, the Red Cross offered swimming lessons at the public pools. There was no reason for any of them not to know enough so they could at least tread water until help came.
