Here's my read:

What else might (23) refer to?
Hmmmm - 23 is good, but it's something else, maybe a date (6/23?) or something like ref above (more likely?)

Dash v Minus?
Did anon interpret "minus" sign when it was just a "dash"? They're rhetorical questions so the answer is "yes" IMO.
