Or "not necessarily /ourguys/" could mean the photos are, as you postulated just above, available to law enforcement of NSA via other means, not necessarily being taken by bad guys, just not taken by team-Q.
Metadata on the Singapore photos is reported to show a date stamp of 2013. You may recall some of the aerial photos of Las Vegas were also taken a few years ago, determined from existing buildings being missing from the photos.
Obviously team-Q has all these images now. A curiosity as to who, how and where they originate. Another common piece of metadata in the images is reported to be Apple/iPhone as the device that obtained the image in the first place.
