There’s a mess because the state let people build/live/farm in a hazard zone. Many don’t have insurance. Looks like the state didn’t have a contingency plan already in place to relocate permanently displaced people who couldn’t/wouldn’t see to their own arrangements. The only good news is that most of the homes lost around Kapoho Bay, about 80%, were vacation rentals and not primary residences.
Even better news is when the US government, directly or indirectly, does NOT pay to rebuild. Very tired of seeing us spend money rebuilding when people build on beaches, flood areas, and on active volcanoes and then expect the US government to pay for their easily anticipated losses.
