CONUS was always continental US. We had CONARC at FT Monroe, VA. That was Continental Army Command. OCONUS is simply outside CONUS (continental US). I still have a hospital record from the 91st Evac Hospital in Tuy Hoa that states transfer to Japan for treatment prior to return to CONUS.
