Sorry, secret is not the correct word to use. He has already said before Huber was appointed that he doesn’t need a 2nd SC as someone has been working on it for several months. The implication was more then what it sounds like I wrote here, I don’t recall the exact wording. People took it to mean he was investigating.

Here’s a good link on one story and how Sessions spoke about this issue. There is only one reason the DOJ won’t release document to the congress, they are part of a grand jury investigation. Otherwise they have to release. I actually think from my count there are 3-4 Grand Juries involved in all this deep state stuff.
