Not sure it was leverage. Obama, via Yates, hog tied Horowitz so he could not do his job. As long as hog tying was successful, Horowitz was safe to keep around. Had he pushed for the info he was legally entitled to, Obama probably would have canned him or worse.

0bola and the heads of DOJ/etc prevented Horowitz from accessing documents and so on that he was legally entitled to see. They put barricades around him constantly. He was hogtied.
