I have ideas about the meaning and significance of both that section of Q, and the cryptic interpretation of Q.
Q is just asking "who will supervise Mueller if not Rosenstein? Sessions, or #3 at DOJ?
The poster addition of Luther Strange isn't pertinent to interpreting Q's post. I don;t think Brand's name is pertinent either (see post 1732 yesterday), except to clarify past and present #3 at DOJ.
[Sessions]? is just a header before describing the confirmation vote for Sessions, a sort of info fill in to compare with the confirmation vote of Rosenstein.
