The INS rules at the time of 0’s birth said that in order for us citizenship to be conveyed to a kid born outside the us, the us citizen mom had to have lived in the US for 5 years after the age of 14.
She would have to have been 19 when 0 was born, but was only 18.
So no us citizenship was passed to 0 via his mom.
That is exactly right. I remembered it incorrectly (though with same result after arithmetic).
