Nunes' point of view is basically that so far, the DOJ/FBI has produced no evidence that justifies opening a counter-intelligence investigation.

Speculation is that the phony justification is a myth perpetrated by players in the DOJ/FBI, so hiding that fact is a self-preservation function.

After all, if the public knew the government was conspiring to throw an election, the revelation has national security implications. The worse they are, the stronger the justification to keep the public in the dark.

That would be so if Hillary had been elected. Now I think delays are strategic to correspond with development of criminal cases, and rounding up as many of the players as practical.
