Payment from FBI for services is based on an imagined connection between grant money payments (plenty of evidence of that) and his shenanigans. There is no evidence of such a connection.

Halper is likely the author of the Electronic Communications (EC) that started the FBI investigation.

Trump picks billionaire financier to lead Intelligence Advisory Board - May 11, 2018

The White House announced Friday that President Trump has selected billionaire financier Stephen Feinberg to lead his Intelligence Advisory Board.
Trump plans to appoint Feinberg, who is the co-founder and co-chief executive officer of Cerberus Capital management in New York and "brings over 30 years of experience conducting organizational assessments, operational improvements, and complex reforms across foreign and domestic stakeholder to his position," according to White House press secretary Sarah Sanders.
Prior to Trump's inauguration last year, Trump requested Feinberg to administer a review of U.S. intelligence agencies, NBC News reported in February 2017.
