By pulling the plug on FISC, no court would see a request for the warrants that FISC handles now. It would all be warrantless, on the government's honor. Government takes its chances in criminal court just like it did in the Keith case, pre-FISA. No that long ago. The system worked.
Do you honestly think FISA has slowed down or curtailed surveillance in any way? I don't. It's a paper-pushers dream job. Make work for do-gooders. Pull the damn plug.

And get this ... under FISA, the government can commit a supposedly criminal offense, but a warrant from the court provides a defense (insurance policy). That's great! Just like the civil penalty that gets shut down with "state secrets."
