Maybe.
But some people simply do not know anything about dogs.
I agree that no one should have a pit bull if there are children in the house. In fact, no one should have a pit....period.
But so many parents do not understand dogs. They will allow small kids to run to a strange dog, reach for him to pet him and worst of all, stick there face in the dogs face.
A dog considers all of there things hostile acts.
Years ago we traveled a lot and we always took our house dog with us. Little kids would constantly run up to her to pet her and the parents would totally ignore our demands that the kid not be allowed to pet the dog. Stupid parents and lucky for us no one got hurt although a few got a scare. She hated anyone under 16 years old.
I would bet that this kid stuck her face in the dogs face, probably to give it a kiss or worse even, a hug.
Not to defend pits....no pit will cross my farm.
Supposedly only 5% of people bother to train their dogs even to the bare minimum of sit, stay, no, come.
I have never been around a well trained tiny dog. I think most folks don’t bother or maybe they have tiny brains and can’t be trained and it is no big deal, besides making the dog and everyone around it miserable. A toy poodle isn’t taking someone’s face.
