I say again ... POTUS TRUMP would do well to reassign them--if he absolutely cannot fire them--to a guarded compound, without communications out and with very boring tasks that are monitored. And if they fail to attend sufficiently to their tasks--fire them anyway.

Maybe the best solution is just to fire them anyway and trust a reshaped Supreme Court to have some sanity about it. And use the Marines to enforce the firings.
