Most vehicles tested when exposed to EMP will run after exposure if the battery is disconnected and reconnected. Of course, maybe 1% of the population will noodle that out...

I thought the problem was with the computers in the car being fried. I can see what you mean if the EMP is dropped while the battery is disconnected.
