Negotiated with whom? Governor of AZ? Trump? RNC?
I would imagine that negotiation to be primarily McCain, McConnell, and Arizona GOP. I don’t see much of a role for the White House other than “signals” of approval or disapproval, preference, etc.
Or with no name himself. “I will step down sooner if my wife is named.” Kind of stuff!
