I think the "red carpet" remark was just mocking the person who wanted the plan spelled out in detail, in public, before it was executed. Like rolling the red carpet out for Hillary, or Obama, or (pick your villain) before executing an arrest - or rolling the red carpet out for a country before unleashing on them - or (pick some political campaign and telegraph the plan in advance).
