The 'Diplomatic Pouch' has evolved. It can now be an entire shipping container, actually many containers, that are loaded onto container ships such as Maersk Ships. An ocean ship container is usually 8'W x 8.5'H x 40'L and can contain two cars. Sea Containers are sized to go on truck trailers. They are loaded/unloaded using port cranes:
And there are other sea containers used as 'diplomatic pouches', some of which can contain some very nasty stuff.
When there are 10,000 container ships on the ocean transit lanes on any given day, the potential for abuse in transporting contraband and stolen property under 'diplomatic pouch' security increases drastically if no one inspects, and no one can inspect if it's under diplomatic cover. Frightening.
There are all sorts of contraband that are transported daily, nuclear fuel, stolen vehicles, arms, narcotics. These are part of what are called 'ratlines' and yes, rogue CIA and rogue intel types connected with the US Govt are involved and have been involved for a long time.
