I think I would go with an under powered dull bladed chipper for this purpose.

Not merciful, you need to be careful not to overload the chipper. Alternatively, you could just use a more powerful chipper.

In a pinch, you can just use garden tools like a lopper and a hedge trimmer, and just do a little at a time. Make him stand on a really big tarp, though, to avoid overspray.
