Am I understanding this correctly? Prior to 2003, NK had already developed nuclear weapons, were producing them and selling them?
Pelosi's early proliferation remarks/warnings appear to be limited to missile technology. Seems her August 1997 visit to Pyonyang made a lasting impression that she continues to talk about.
Supposedly, "North Korea has conducted six nuclear tests, in 2006, 2009, 2013, twice in 2016, and 2017," all of which are post Pelosi's 2003 remarks to the CFR.

Just the same, even though Pyonyang had yet to demonstrate a nuke detonation, it is possible that Pelosi in 1997 or 2003 was aware of and concerned with getting a piece of the nuclear proliferation action as well as missile proliferation action.
I think NK was at least "allowed" and probably manipulated into being a bad actor by transnational actors, some of which are under US government umbrella. The 1994 deal was intentionally a farce - to be followed with loud noises and no action.
Not nukes... I think they set off their first nuke in what, ‘04? Just those long dong missiles they’ve been building for a long time.
