How do you know that?
I see the original Q-drops at an 8ch.net webpage. There they have no hover balloons.
I see reasonably faithful COPIES of the originals at various Q-drop aggregator sites. The headers are different, and the aggregator assigns his own number, some where around #1173 right about now. That assignment is NOT in the original.
Also, timestamps vary in form from the original, with one aggregator (not the one I refer to) using EST zone.

I studied some aggregator page generator source code by qcodefag (the first aggregator), and it includes code that assigns "decoding" to certain Q notions. Everything with a dotted underline at the aggregator website has an associated "decode bubble."
None of that decoding is assigned to Q, unless Q is also the aggregator, and I doubt that.
