I'm going with #1 or #3.
Nunez didn’t sign onto this. I don’t read anything into that, certainly not that he doesn’t agree with it. And a referral doesn’t get any more weight because it has more signatures. The facts and law recited in the referral are the meat.

Wonder what Wray and Huber will decide to do with this referral. Thankfully, they are unencumbered to actually act.
