Certainly they make for "distractions" from exposing or prosecuting people who were or are in the DOJ, but a swarm of tornadoes, a major flood, or a hurricane would also be distractions. Might come at a convenient time, that doesn't mean they were planned.

Sure, that's possible, but has the same issue of coming up with evidence. I don't think they need any pretext to try to ID and out Q, so all they get from these events is public distraction or preoccupation.
