From following the army they were given the heads-up well in advanced. They also were aware that Russia stepped down during the bombing. Many civilians took to the streets and watched. They had to have been told we and our allies were only going to bomb certain targets. Russia moved a big warehouse of arms out several days before..there are pictures before the move.
