He doesn’t tolerate their presence in at home but partners with them abroad.
Does he partner with them or does he use them to get something else he wants.
Thinking. Russia’s number one produce oil/gas. Number two drugs. (All controlled by Russian mafia ). He needs his trade routes and access routes to be clear so what does he bargain?
