The story Red Sparrow was written by ex CIA agent Jason Matthews. The story takes place in the present in one familiar location—Langley—and four overseas ones—Moscow, Helsinki, Rome, and Athens. They host a classic confrontation, pitting the CIA against the Russian intelligence service, the SVR. At stake are both the hidden identities and thus the lives of each service’s highest ranking penetrations

Frankly, I believe this 'attack' is largely for show.

The targets were on the outskirts and limited. The President also gave the Syrians plenty of warning. He clearly wanted them to get out to limit casualties.

The question is who is the President trying to put on this show for?

My guess: He's putting on this show for the mole to make the mole believe the mole has authority and is running the show.

When the mole becomes cocky and overplays his hand, the mole will expose himself.
