If US isn't involved, then the only likely alternatives are Israel and France. Israel has struck T4 before, so a more plausible candidate.

Fox had that retired General Keene on, anyway, they were saying if we struck, we’d probably hit all six of their airbases, I would think they’d have more... but that’s what he was saying.
