When JFK ordered the Alabama National Guard 2 star general to permit the two black students entry to the University of Alabama as Gov. Wallace stood in the way, this was EXACTLY what JFK did: he activated Title 10 (Federal control of the military) over Title 32 (State Gov control).
JFK spoke to that general DIRECTLY on the phone and ORDERED him.
