If the Russians build the memorial, it also means they are finally acknowledging in a small way the enormous amount of aid the US gave to Russia during the war — thousands of planes, tanks, etc; hundreds of yards of cloth, boots, cans of food.
I could look on that as a plus.

If they had to build the amount of trucks we sent them in the war it would have come close to halving their AFV production.
