I take the above section, which falls under 7058 (d) to mean that all funds above (145,000,000)and all funds that reside in "Global health Programs" as well as "International disaster assistance" are now usable under the Balanced Budget and Emergency Deficit Control Act of 1985.

It includes billions on billions of dollars.
It also says that the Secretary of state can reallocate these funds for a "Public health emergency"
Trump, in october of las year, declared the Opioid crisis a "Public health Emergency"
Now we have section 7058(d)(3)
"Funds made available pursuant to this subsection under the headings "Global health Programs" and "International dissaster assistance" may be transfered to and merged with, funds made available under such headings."
Part 7058(d)(A) references the "Emergency Reserve fund established pursuant to section 7058(c)(1)"
