It was a while back -- when the Fumbling Bums "lost" months of S&P texts -- and then they were "found" by the IG.

Before they were released to Congress, the FBI "redacted" (in my understanding, "blacked out") passages containing "personal info"...

Not releasing entire messages would be, IMO,"withholding" -- not "redaction"...
