My understanding is that they added an amendment that exempts C&R and antiques so the Henry is ok under the amended bill. Any non c&r that can hold over 10, regardless of the magazine type, is banned. This will include any extended tube competition style shotguns, most full sized 9mm handgun mags, and several modern lever action rifles most of them Henrys (the long barreled ones chambered in revolver calibers hold more than 10).
As to the tube mag guns, my read is that plugging the mag won’t make it legal. The language bans magazines that can hold or be readily restored to hold more than 10.
