Technically, "standing" isn't the word you are looking for, I don't think. "Standing" is an attribute of each of the opposing sides in a lawsuit, usually the plaintiff, the one who starts the suit.
A simple standing example would be you suing my neighbor for trespassing on my lad. I have standing because I was trespassed. Unless you have an interest in my property and rights, you have no standing - in that suit.
In the case of "The Commission on Pedophilia," I think the question is "what is it's legal authority and power?"
In that interview, Robert David Steele expresses that the Commission isn't "recognized" by any jurisdiction. It was not formed by any government or government-recognized body (e.g., UN). It was self-formed by interested and concerned citizens.
As such, the Commission and its members have the same authority any ordinary citizen does. This isn't zero, and the power of this sort of activity to effect arrests and clean up government depends on many factors, roughly boiling down to credibility and publicity.

Do you ever look at the missing & exploited kids boards in your local stores? I do. But I also notice how many people walk by them without giving them a second glance.
