Almost all of last year we did not have a budget. We had a continuing resolution. If it has to be in something called a “budget” or otherwise the Pres can just spend what he wants, why didn’t Trump build the wall first thing last year when he had no “budget?” (Hint: he can’t. It has to be APPROPRIATED).
