I agree a simple one/two wire electric fence won't do. I was suggesting taking one of those sturdy wood/wire fences you have in mind, and put a few thousand volt, couple amp potential on the metal part. DANGER.
Have you tried that electric tape from Tractor Supply? We used it on a wheat field, they steered 5 ft. clear of the tape. There was nice green wheat that they didn’t touch.
