The "for everything" is merely the Latin translation for Omnibus. All it means in Washington DC speak is that all of the appropriations bills (that were not passed) are mucked up into one monstrosity in order to pass. But just because they are lumped together into one 2300+ page bill, each department's and agency's spending is specifically spelled out in the bill, including amounts, and what is allowed and what is not allowed. Spending comes with language. You cannot exceed the law. That's how people go to jail.
There is wiggle room within agencies and departments. But even then, you have to be careful. For example, in the Dept of Defense, there is Operations and Maintenance money (O&M). The law is clear about what this can be used for, and what it cannot.
I always think of it as a great big bus, like a city bus but much much bigger on which they can bundle all the little passengers their hearts and their friends and family’s hearts desire.
