So far and I’ve just been cherry picking, this bill looks like it was written by 100 different people who never talked to each other.
A lot of it doesn’t make sense to me, then suddenly there will be a burst of clear, understandable language.
They got really petty about the border. Funds for 7500 vehicles but 6500 of them have to be replacements. Stuff like that. That makes no sense. Money for 7500 vehicles, why can only 1000 of them be in excess of what they currently have? If I understand what they are saying.
There is also a lot of "may" spend as opposed to "should" spend language. That leaves the executive a lot of discretion. Keep in mind that "should" does not equal "shall." Lawyers will have a field day ripping this thing up.
