SES = Senior Executive Service.

It replaced the GS16 to GS18 levels of civil service ratings. The theory for its formation was that FedGov needed to have a cadre of skilled experienced “executives” all with the knowledge of all the “state-of-the-art management sciences”. These executives could be shifted from agency to agency wherever the “administrative crisis” might be, they would use their “state-of-art” management powers to solve the problem. It didn’t work when Carter actually tried it!

The reality is considerably less then the theory. Over time it created a self replicating cadre of sycophants and time servers. I guess it’s a feeble attempt to recreate the British “permanent secretary” civil service class (Think Sir Humphreys in Yes Minster and Yes, Prime Minister UK comedies!) It didn’t even recreate the “Chinese mandarin class”, at least there you advanced by taking tests in classical Chinese literature and history. You actually had to prove you knew something!

In my opinion its a miserable failure and they should go back to the GS16 - GS18 CS levels. Oh yes these “executives” do get performance bonuses, and as you would expect in typical US government Lake Woebegone thinking they count up the executive noses then divide that into the budget line total for bonuses and divvy it out. All executives are above average!

There’s nothing sinister about, being sinister is too much effort for most of these people.

The danger is it attracts socialist thinking drones who bring in others of similar thinking. Most of the time they’re too lazy to do anything harmful but on occasion there are exceptions like Lerner, McCabe, Strzlak, etc. Most of that problem could solved if they actually enforced the Hatch Act and disbanded FedGov unions. When the GOP is in power they give lip service to the Hatch Act, when Rats are in power, its “what’s a Hatch Act?”
