"Police shoot fleeing felons from behind all the time."

Only if they are armed and dangerous, or the police themselves are charged with a crime. No, they can't just shoot whoever disobeys them. Can I? You stated earlier that Constitutionally, cops and citizens are the same.

A fleeing felon is presumptively armed and dangerous.

Appelate courts have no trouble with that presumption.
