"Whitelisted" is generally favored treatment, compared with the general rule.

If the general rule forbids a class of person from leaving the country, and individual in that class might be "whitelisted" for an exception.

In Q's case, I think considerable usage is outside of the standard vernacular. Although FWIW, some people are waived from having to participate in the normal clearance procedure. VIP treatment.
