Re: 1354, that was interesting, but its hard to say. There is a good chance that LEO was in the area after the fact and may have spoiled the scene. Driver claims she used the parking brake as the service brakes completely failed.
Parking brake has completely mechanical linkage, not prone to remote tampering. But service brakes have anti-lock which allows electronic control of all 4 wheels brakes.
In my mind, one scenario is that the car was remotely altered so that the brakes didnt work and perhaps the engine was revved up as well. She pulled the parking brake which is only moderately effective and only affects the rear wheels.
The video brings other possibilities to mind, and must be considered as well.
