FWIW, When the EO was posted in Dec of 2017, the Annex listed several people, one of whom has the last name of “Gertler”. That guy had a website for his foundation and on the “partners/donors” page, the Clinton Foundation and The Bill and Melissa Gates foundation were prominently listed. A few weeks later, that part of the website was scrubbed clean.
Here’s the line from the annex:
3. Dan Gertler; DOB December 23, 1973; nationality, Israel; alt. nationality, Democratic Republic of the Congo
I thought it would freeze Gate’s and Clintons’ assets but others said it meant that those foundations could not donate to Gertlers anymore. I don’t know but it doesn’t look good for them (good for us though).
